Job Title: Director (Policy)

Job Summary

The Director (Policy) is responsible for leading the development, analysis, and implementation of policies that align with the organization’s strategic objectives. This role involves conducting research, engaging with stakeholders, advising leadership on policy matters, and ensuring compliance with regulatory frameworks. The Director (Policy) will also oversee a team of policy analysts and collaborate with government agencies, industry bodies, and other stakeholders.

Key Responsibilities

Policy Development & Analysis
  • Develop, implement, and evaluate policies that align with the organization’s goals and regulatory requirements.
  • Conduct in-depth research and analysis to assess the impact of existing and proposed policies.
  • Provide policy recommendations based on data-driven insights, legal considerations, and industry best practices.
  • Monitor legislative and regulatory changes and assess their implications for the organization.
Strategic Leadership & Team Management
  • Lead and mentor a team of policy analysts and advisors.
  • Collaborate with senior leadership to integrate policy initiatives into the broader organizational strategy.
  • Ensure policy recommendations are aligned with the organization’s vision, mission, and operational priorities.
Communication & Reporting
  • Prepare policy briefs, reports, and presentations for senior management, board members, and external stakeholders.
  • Communicate complex policy issues clearly and concisely to different audiences.
  • Develop materials to support advocacy, awareness, and training efforts related to policy changes.
Stakeholder Engagement & Advocacy
  • Represent the organization in discussions with government agencies, industry associations, and other key stakeholders.
  • Advocate for policy positions that support the organization’s mission and objectives.
  • Develop and maintain strong relationships with policymakers, regulatory bodies, and other external partners.
  • Coordinate public consultations, forums, and meetings to gather feedback and enhance policy development.
Regulatory Compliance & Risk Management
  • Ensure compliance with all relevant legal, regulatory, and policy frameworks.
  • Identify and mitigate potential risks associated with policy changes.
  • Provide guidance on ethical and governance-related policy issues.

Qualifications & Experience

  • A PhD in Economics, Public Finance, Public Policy, Social Policy, Demography, Public Administration, Public Sector Management, Development Studies or related field from an HEC recognized national or foreign university.
  • 20 years of distinguished career (including 10 years post qualification experience) in recognized national or international economics/public policy research, teaching, training, policy, and/or development sector institution. The candidate must have seven years’ experience in BPS 20 or equivalent.
Age: Maximum 55 Years
Key Competencies
  • Leadership & Policy Management – Proven ability to lead policy research, projects, collaborations, and extensive policy engagements.
  • Economic/Public Policy Expertise – Strong background in policy analysis, research management, and stakeholder engagement.
  • Research Leadership – Led at least two nationally significant research projects in the last seven years, aligned with PIDE’s research agenda.
  • Communication & Networking – Excellent writing, presentation, and interpersonal skills, with experience in project management and training.
  • Research Contributions – Published work in journals, policy papers, books, and research reports with demonstrated impact.
